Any ideas who they were, and when? Presumably after the McKinley Act took effect, but the style looks earlier than that.

Do you have an image of the mark? That would certainly help.
GD could stand for Gerard and Dufraissex of Limoges, France. Cie stand for Company.
I don't have much info on French pottery.
Answer:
It's looking favourite for G. Demartine & Cie on this one. Around 1890-1910 was their period of production, so far as I can gauge.
