Beads are iridescent black
Rhinestones are kinda of a cornflower blue, set in prongs.
I can't tell if they are glass. They are cold to the touch.
Back looks like some kind of satin or silk.

That is gorgeous!!! Unfortunately, I know nothing about it!
It seems like it would have to be a more expensive item originally since the rhinestones are individually prong set and not just glued on. And the fact that it was made in Hong Kong would probably make me label it as "vintage" since if it was newer I bet it would have been made in China.
A search on ebay for "beaded rhinestone collar" was not any help.

No it doesn't say anything about collar on the label.
It has a jewelry style clasp on it.
