Something ELSE you should know after it rains!
Question:
In Metro areas.
When the rain starts falling, the roads get damn slippery!
Why? Because everyone's car, truck, motorcycle drips a drop or 10 of oil!
Oil and water DO NOT MIX!
Until it has rained enough to wash away the oily film on the road surface, it's just as bad (if not worse), than driving on ice!
Once it's started raining, it'll take at least 30 minutes to wash the roads "clean" again!
Please keep that in mind.

Answer:
What is it they call that.....Florida Ice or something like that.
Not only is this caused by cars leaking oil, fuel, etc but by the pavement itself at times. The sun can bring up the oil in the ashpault and tar, and like Hoss said it can make for conditions as slippery as ice in the first 30 minutes or so or a steady medium rain. Longer if the rain is very light.
