Question:
Saw a driver fill out his log book and noticed he didn't fill out the the recap # at the rt. top of page. He said he never fills that out and showed me his pevious logs to prove it. I believed that all lines had to be filled out.

There is no recap required in the eleven requirements.

There were some changes made in what is written on the log, recapping was one. I'm an old driver and I would never recommend drivers not keep track of their recap or daily hours. If you don't write your recap on your log, than at least record it on a note pad and keep track that way.
You need to keep track of your hours day by day, or you'll make mistakes, or forget, then you'll find yourself in trouble.
I still recapped on the log even though I didn't have to. I need to know my hours and keep track. I know a lot of fleets keep track for you but I didn't feel comfortable in someone else doing that.

Answer:
I too am aware it's not a law to do a recap,but as stated it helps you stay legal.I believe it to be a good practice and would recommend it.
