Did the Docket 2199 expire in 1993 after the deadline for comments? What is driving the new proposal? Answer: The FMCSA has had a rather full plate: 1. Became a seperate agency 01/2000 2. Open southern border (currently on hold) 3. Second New Administrator the first one worked on the new HOS. 4. New Entrant Program that started 01/2003 that requires every carrier that applies for a US DOT number to receive a visit and ensure the carrier is familiar with the FMCSR and HMR if applicable. The New Entry Training for drivers has been reopened and is currently taking comments. As the Training Requirements for LCV docket as posted on the Driver's Roundtable.
