Placarding 101 what every HM driver should know.
Question:
People often confuse the placarding requirements for Table 2 materials. Table 2 materials are: Class 1.4, 1.5 and 1.6 = Explosives Class 2.1 = Flammable Gas Class 2.2 = Non-Flammable Gas Class 3 = Flammables Combustibles = Combustibles (Class 3 Flammables with a flash point between 100 and 200 degrees Fahrenheit.) Class 4.1 = Flammable Solids Class 4.2 = Spontaneously Combustible materials Class 5.1 = Oxidizers Class 5.2 (Other than organic peroxide, = Organic Peroxide Type B, liquid or solid, temperature controlled). Class 6.1 (other than inhalation = Poison hazard, Zone A or B). Class 8 = Corrosive Class 9 = Environmental Hazards Table 1 is the rest of the HM classes. The HMR states that any amount of HM must be placarded: However, there is an exception for Table 2 materials: So now what happens when you have 200 pounds of Class 8 Corrosive and 900 pounds of Class 3 Flammables? You have to placard for BOTH Class 3 and Class 8 or you can use the DANGEROUS placard or you can placard Class 3 and Dangerous or Class 8 and Dangerous. Once you load 2,205 pounds or more of one Class then you must place the placard for that class plus the Dangerous or the appropriate placard for the Class; i.e. 2,205 pounds of Class 3 and 900 pounds of Class 8 would have to be placarded for Class 3 and the option of a Class 8 or Dangerous placard. Most people take the four necessary (left, right, front, and rear). Don't take just four, take five or six placards - ask the shipper to give you a couple of extra. Why? When they blow out of the placard holder - and believe me, they will - you can replace them instantly without being in violation. If you pick-up 500 pounds of flammable at one location the shipper is not required to offer placards. At another location if you pick-up 800 pounds of corrosive the shipper is not required to offer placards. However, the vehicle is now required to have flammable and corrosive placards or the Dangferous placard, or etc, etc. 800 + 500 = 1,300 pounds of Table 2 material. Similarly if the shipper offers 900 pounds of Class 3 and 600 pounds of Class 8 the shipper may not know they are required to offer both placards or the Dangerous placard or the Flammable and Dangerous placard or the Corrosive and Dangerous placard. Believe me, this is an issue as if you don't have the vehicle properly placarded you can be placed OOS. The most we do pick up is 500lbs of Class 3 flameable(vanilla extract) and now the company that we pick it up at is saying that although it is under 1,000 lbs and does not require placards, that the driver must have haz-mat. Hey John Q. is that correct? I have never had a problem before picking it up with the rest of the order. Why change it on us now after a year and a half of no problems? General HM awareness 2. Safety Training 3. Function specific training 4. Security awareness training The HM endorsement is only required when placards are applied. The shipper may be taking additional precautions to reduce their liability in the event of an accident.
