§ 380.500 Compliance date for training requirements for entry- level drivers.
§ 380.501 Applicability.

§ 380.505 Proof of training.
§ 380.507 Driver responsibilities.
§ 380.509 Employer responsibilities.
§ 380.511 Employer recordkeeping responsibilities.
§ 380.513 Required information on the training certificate.
So at any rate the honeymoon period is now over and all motor carriers must have the above training conducted and documented as required.

Burden? Let me ask you...If as a new driver you printed this post and handed it the the safety director potentially saving the carrier thousands of dollars in penalties and reduced insurance premiums don't you think the employer would be greatful?
Nobody knows every thing Big. Therefore, it never hurts to point things out tactfully from time to time. Especially NEW regulatory issues.

So now its the employees responsibility to educate the employer???....
It should be the FMCSA's responsibility to get the word out to carriers on new regulations that may come up, and the carriers responsibility, to keep up with the existing regs..........

Wel;l....they should be grateful. But in the real world, a green newbie handing this to their safety director....

Insults the safety director by implying the company isn't competant to keep-up on their regulatory obligations, or may be intentionallyignoring their legal or regulatory responsibilities.
2.
Implys the newbie doesn't have much confidence in their new employer.
3.
Generally.....makes the newbie look like a disrespectful, threatning trouble maker.
You dcertainly don't want to work for folks who don't keep up on these things and don't approach them in (relative) good faith. But I can't imagine a worse way for a new driver to introduce themself to their new employer's safety director than confronting them with acusations of incompetance before the newbie even completes orientation.

The new regulations are posted in the Federal Register on a DAILY basis. The Federal Register is a free service.

For $40 a year a motor carrier can subscribe to receive a new copy of the FMCSR on a quarterly basis. The changes made since the last publication are highlighted for the reader to know where the changes are.
The regulations are posted on the web by the Government Printing Office the most current set of regulations can be viewed at:
http://www.gpoaccess.gov/ecfr/
Trade journals such as Transport Topics inform the industry of up coming changes. Transportation organizations such as ATA send letters to their members informing them of up coming changes and have lobbying groups to fight unfriendly legistlation.
Some carriers take their responsibility seriously and stay current with the regulations others blame the government for not informing them of the changes.
I guess you fit into the later group.

The rule will be enforced by the FMCSA and other state agencies during compliance reviews at the motor carrier's place of business.

I don't visit the scales because there are too many scumbags in there.
I really don't hold that opinion of all LEO's though. I've visited other states and come across troopers that are courteous and professional. I run mainly in PA though where our troopers are scumbags. I refuse to even refer to them as LEOs as that is an insult to real police. Pennsylvania State Troopers are lowlife scum, plain and simple. They have their image issues to deal with the same as we drivers do. Until they start policing their own ranks to weed out the overwhelming majority of miscreants the image is going to stick.
