i do not have a clue about werners flatbeds but there is not truck out there that runs locker rear all of them are a floating rear. you can flip a switch in the truck and lock the rears together but normally only one set of tires are pulling. some of your six wheel trucks use them but very very few .

some companies run one drive axle and a tag (mostly canadian)
some trucks do have selectable locking diffs- low boys/log trucks/construction
