I know it can..its different when your skin is more than your length can extend...there's still extra skin there..when "having fun" the skin will interrupt wat...duh...on top of that, its for personal hygiene also...cos these skin obstract cleaniness, I was told sometime it'll cause pee-ing problem too that i didn't ask more detail about it. you might have to read up on it.
