Maybe Ebay is setting up the block server/region/country by server/region/country. So Ebay accounts based in Netherlands for example, may not be blocked yet while accounts in US are. A typical scenario might be that a programmer somewhere was assigned to come up with a patch to block access to the feedback. Once the patch was tested, it could emailed to the various Ebay world branches and applied to their local system. I would expect the process to be implemented worldwide, if that is their plan, within a week (probably less). Just a guess.

Wierd, I just tried it twice first time was blocked, tried again immediately from the error page and it worked.

OK...it stopped a querry of mine for the first time today so I retried immediately to no avail. A third immediate retry got through..go figure.
