A. Strength (so people can smell you)
B. Longevity (more than a couple hours)
C. Friendliness (so people will like it, majority..mostly ladies)
D. Value (so I'm not wasting money on it)
Please tell me which one wins for each A-D and if they both miserably don't even live up to one, say Neither.

I like both and do not prefer one over another. I only have a sample vial of Le Male and looking to getting it, but as I have Body Shop Javari I will wait to get it later.

LeMale is pretty expensive though I guess it makes up for it in terms of power - you don't need a big bottle. However, Le Male borders on Joop - you are going to find that a lot of people don't like it on you - men will certainly not like it on you, not that that matters. I can't support either choice, but I would steer away from Le Male for sure. I had it and got severely criticized at Xmas, plus I couldn't stand it after additional wears, so I got rid of it. 212 is a safer choice, but it is a different category of scent.

Get 212 Sexy Men and you'll have the best of both worlds (well, 212 in name only, as there isn't much of the original to be had with it. But I do like it a lot).

I had a university teacher who used to say: you can do any kind of research, you can compare the refrigerator with hippopotamus and make many valid scientific discoveries. The question is: what is the practical value?
For some reason comparing these two scents reminded me of my teacher.
To answer the original question, I would say that these two are so different that which one lasts longer is less important than which one you actually like. 212 is Fresh, Le Male is Oriental. They are almost opposites. I don't adore, but like both and would get them both. Yet, the summer is approaching, so 212 might be a better investment right now.
