"Light and fresh"? I don't think so. Try sickeningly sweet, more like rancid suntan lotion. There is a fresh air / ozone note buried in there somewhere, but it's way too hard to find it.

What about Allure?
It's got those citrusy notes that can make it seem fresh or aquatic, but the dry down is kind of sweet and powdery. Maybe even Allure sport.
They're both becoming popular enough that you'd probably smell it pretty often.
A lot of the others I can't see as being too ubiquitous. Maybe the Blv, it seems pretty popular- but I don't usually think of it as powdery.
I really like Burberry brit's powdery nature- but I don't think it would be considered aquatic at all so I'm pretty sure that's not what you're smelling (even though it's become pretty common)
