What does this phrase exactly mean? Is it just waxing?
Also, is it good to get your eyebrows waxed if you have a few blemishes around that area? I was thinking maybe they'd be irritated.

Yes its just waxing then they usually pluck afew hairs to shape them. If you're blonde, they may also suggest a tint...
I have really sensitive skin & get my eye brows done all the time. Of course its all red for awhile afterwards (they usually apply a soothing gel) but you wouldn't break out or anything...at least I never have and my skin is fussy!!
