August is still monsoon season, warm weather and prone to typhoon.
Nonetheless, it's a good period to go there for shopping cos it's still summer clothes on sale!
For sightseeing, perhaps some of your planned itenerary will be impeded by the heavy monsoon rain.
There's decent airfare deals on Jetstarasia now, if purely sightseeing (no shopping), an average budget of 1k should suffice...have fun for your trip! I miss taiwan...

went there last year.. stay in a budget 3 star hotel in taipei simen ding.. called Rainbow.. forget the chinese name.
sometimes in those entertainment news, u can see the hotel in the background when singers go there and hold those autograph sessions.
the hotel got all those basic stuffs like a bed, tv, and toilet, yeah fei hua rite.. the whole experience is nice la.. staffs are friendly. (no room service, maybe drinks can be ordered, remember that's a menu but nothing fancy.)
but the location of the hotel is superb.. right in the middle of simen ding, so it's best to stay in there if you're the shopping type and just wanna hang around simen ding..
best of all, it's really cheap. (forget the actual rate/night).
