Five HIV-positive blood donors were charged in court on Wednesday under the Infectious Diseases Act with allegedly making false declarations in the Donor Health Assessment Questionnaire.
They had tested positive for the disease when they donated blood.
But the blood donated was not used in any transfusion.
The Health Ministry assured that stringent measures are in place to screen blood donors and state-of-the-art methods to test donated blood.
So patients need not worry about their health and safety when they receive donated blood.
The five Singaporean men are aged between 21 and 37 years old.
Full-time national serviceman Wong Shimin, 22, donated blood not once but twice at the mobile blood bank at Pasir Laba Camp in 2003 and 2004.
Another full-time national serviceman Ng Choon Siong, 21, did so at a mobile blood bank at Ayer Rajah Camp in June 2004.
Tan Yee Wee, 30, donated blood at the Singapore General Hospital in May last year.
Suhaidi Abas and Lua Bu Chung, both aged 37 years old, did so last year.
All five allegedly made false declarations in the Donor Health Assessment Questionnaire when they donated blood.
In the questionnaire, blood donors are asked about their health and more importantly, their sexual history and whether they have had sexual intercourse with anyone with HIV or AIDS?
If donors give information which he knows to be false or misleading, he is then guilty of breaking the Infectious Diseases Act.
If convicted, they face up to two years in jail or a maximum fine of $20,000 or both.
Mr Paul Toh, Executive Director of Action for AIDS, said: "They had no intention to cheat and they have been donating blood in the past, so they felt it is a regular procedure - ticking boxes and giving blood."
Another cause of concern - two of those involved are in their early 20s.
So Action for AIDS is planning to relook its youth outreach plans.
Mr Toh added: "For youth, we have to work on education programmes in schools and in camps, their As and Bs, abstinence and be faithful. We recognise the fact that youth do have sex and even have multiple sex partners even before joining the army."
Many also say that the education message can also be stronger among adults - to remind them that blood donation is a serious matter. - CNA/de

i remember my dad's university friend who had some blood disorder and he had to have regular blood transfusions. At that time there was no proper medical technology to detect the hiv strain and he was infected and slowly died...
These sort of people should have the death sentance. If they do not know about their condition and donate blood, that's one thing. but if they are fully aware that they are infected and intentionally donate blood, the 5 of them could have killed up to 20 people or more. these sick *******s should be hanged.
